On October 1st 2006, the Regulatory Reform (Fire Safety Order) came into force. This was a major change in legislation placing the legal requirement to create a Fire Risk Assessment upon ‘The Responsible Person’ within a business and thereby replacing the previous fire certificates which had been historically completed by the local Fire Service.
These new fire regulations were intended to simplify matters and to remove the pressure and responsibility away from the Fire Service. They would also make it more straight forward for Employers to understand what was required of them.
Fire safety is the set of practices intended to reduce the damage, destruction and possible loss of life caused by fire. Fire safety measures include those that are intended to prevent the ignition of an uncontrolled fire, and those that are used to limit the development and effects of a fire after it starts.
The Regulatory Reform (Fire Safety Order) applies to all commercial premises, including the common parts of blocks of flats and houses in multiple occupations (HMOs).
